Halswell Junction Road Extension – nightworks and road closures

What

KiwiRail will be commissioning the new level crossing and signaling system on the newly constructed road link for Halswell Junction Road so it can be opened for use. This includes track and civil works, alongside extensive signal testing, which impacts other level crossings in the area.

Why

KiwiRail need to complete safety testing of the new level crossing infrastructure and signaling system to enable the level crossing to safely open to traffic and trains. The new road link and signalised intersection (see map below) has been built to provide a safer and more direct route for Halswell Junction Road traffic.

Where

Railway level crossings at Pound Road, new Halswell Junction Road, existing Halswell Junction Road (now Panther Place) and Parker Street/Gilberthorpes Road.

When

Friday 16 May to Thursday 22 May 2025. Road closures 7pm – 9am *nightworks* (and morning peak hours), except Halswell Junction Road crossings which are 24/7 closures.

Project Update

As part of the Halswell Junction Road Extension project (ccc.govt.nz/halswell-junction-extension(external link)), KiwiRail have been working to construct a new level crossing and related signals. KiwiRail are now in the final stages of the civil and track works and will be commissioning the crossing and the associated rail signalling. This needs to be completed for the new level crossing, rail and traffic signals to open for use.

The final track works and commissioning works will take from Friday 16 May to Thursday 22 May 2025. The new level crossing and road link, which will form part of Halswell Junction Road, will open at the end of the day on Thursday 22 May 2025. Although the new level crossing is situated on Halswell Junction Road, the signalling infrastructure runs approximately 4.8km up and down the railway from this point, so other level crossings are affected by the works, see location map below and Traffic Impacts.

What to expect

  • On Friday 16 May at 6pm the existing Halswell Junction Road level crossing will be closed.
  • From 1am on Saturday 17 May, work will be underway to complete the civil and track works between Pound Road and the existing Halswell Junction Road Level Crossing. This includes the removal of the existing level crossing at the existing Halswell Junction Road level crossing.
  • There will be increased construction noise and vibration, including additional lighting and trucking movements on the nights of the Friday 16 and Saturday 17 May. This work will be within the rail corridor, and we will do our best to minimise the disruption, where possible.
  • For the remainder of the works (Sunday – Thursday) there will be no works on the railway at night, however due to the signals testing there are still some traffic impacts, see below for details.

Traffic Impacts 

Due to the extensive testing and civil and track works required for KiwiRail, there will be different traffic management set ups and level crossing closures across the affected level crossings – details below:

  • Pound Road Level Crossing: From 18 - 21 May (inclusive), this level crossing will be closed overnight from 7pm to 9am. From 9am – 7pm this level crossing will be open for use. 
  • New Halswell Junction Road Level Crossing: This level crossing will remain closed (as it is currently) until this testing period is complete and it can be opened on Thursday 22 May. There will be no access across the level crossing for vehicles or pedestrians.
  •  Existing Halswell Junction Road Level Crossing: From 16 May 2025 onwards, this level crossing will be closed permanently and the road between Foremans and Waterloo roads – now called Panther Place – will become a cul-de-sac south of the railway line. There will be no access across the level crossing for vehicles or pedestrians.
  • Parker Street / Gilberthorpes Road Level Crossing: From 18 - 21 May (inclusive), this level crossing will be closed overnight from 7pm to 9am. From 9am – 7pm this level crossing will be open for use.

Information for residents and businesses

  • For the duration of the project, all on-street parking close to our work site will be temporarily removed to allow for safe working space.
  • Access to properties and businesses for vehicles, pedestrians and cyclists will be maintained on either side of the work site/level crossing.
  • We will provide updates if there are changes to the planned works.

Next steps

Once the commissioning is completed, works on the section of Halswell Junction Road that will be made into a cul-de-sac (Panther Place) will begin immediately, as well as construction of the section of South Express Major Cycle Route on Waterloo Road. A separate Start Works Notice will be delivered to affected properties for this work.
