Project Update
As part of the Halswell Junction Road Extension project, work has recently recommenced around the new level crossing between the new link road and Waterloo Road.
To date, this has been KiwiRail works installing the new level crossing infrastructure within the rail boundary, and we are now at a point where the remaining roading works can be started. Fulton Hogan have now returned to site to install the new traffic signals on both sides of the crossing as well as all the associated electrical works. They will also be completing the remaining road resurfacing works from the rail tracks back to the roadway on both sides of the crossing.
Whilst these works are happening KiwiRail and their contractor will continue to work on the railway. The new link road will remain access only, as it is currently.
Waterloo Road
From Monday 18 November, we will be working on Waterloo Road, next to the rail crossing on the new link road. Our works will include trenching for the new signalised intersection, the installation of the new traffic light poles and some minor roading activities. Traffic will be reduced to one lane and controlled with temporary traffic lights between the roundabout at Halswell Junction Road (by Waterloo Business Park) and Brixton Street from 7am – 5pm (approximately). Two-way traffic will be reinstated outside of those working hours.

Please follow the detour signs. Our friendly on-site staff can also assist with any queries. The speed limit around our work site is 30kph to keep our workers safe. Road users are advised to plan their journey and to expect short delays when travelling in this area. On-street parking close to our work site will be temporarily removed to allow for safe working space.

Information for residents and businesses
For the duration of the project, all on-street parking close to our work site will be temporarily removed to allow for safe working space. Access to properties and businesses for vehicles, pedestrians and cyclists will be maintained on either side of the work site. There will be increased construction noise and vibration at times, but we will do our best to keep this to a minimum. The timing of the work and certain activities will depend on the weather and the condition of the roads. We will provide updates if there are changes to the planned works.
Next steps
Once this is completed and the level crossing installed, there is still a commissioning process for KiwiRail and Council to complete which tests the rail signals, the traffic lights and their coordination. In our last update it was anticipated that this commissioning would take place by the end of the year, however this is now planned for early 2025 to coincide with available KiwiRail resource and train movements. Once these dates are confirmed by KiwiRail, we will send a further update.
The section of Halswell Junction Road that will be made into a cul-de-sac can only happen once the new level crossing is open, and the existing level crossing closed permanently. The cul-de-sac construction work is planned for early 2025 to follow the commissioning. Planning is underway for changing this section of road to the new road name of Panther Place and dates for this will be confirmed once known. The dates and process for this changeover will also be directly communicated to those affected businesses and residents.
