Harewood Road - railway crossing upgrade

What

We’re closing Harewood Road at the railway level crossing to complete essential upgrades including track replacement and the installation of a signalised pedestrian crossing.

Why

To improve the durability of the crossing, so it can withstand the high volumes of traffic long-term, and to improve safety and access for pedestrians and cyclists using the Northern Line cycleway, which runs along the railway corridor.

Where

Railway crossing on Harewood Road, Papanui.

When

7 September 2024 to mid October 2024. Monday to Sunday, 7am to 7pm (weather/site condition dependent).

Contact

The contractor is Fulton Hogan. Phone 0800 762 334 (0800 ROAD FH), Monday to Friday, 8am to 5pm or email cant.info@fultonhogan.com. After business hours, please feel free to call us if the matter is urgent.

Details

We are upgrading the level crossing at Harewood Road, which will include a new railway track across the road and new concrete slab  foundation. Safety upgrades to support the Northern Line cycleway include a signalised pedestrian crossing, automatic pedestrian gates, advanced detector loops, and additional flashing lights and bells. Other works will include new ducting and drainage, new kerb and channel, new footpath and streetscaping. We expect the new traffic lights will be operational in early-mid 2025.

TRAFFIC IMPACTS

Saturday 7 September until Sunday 29 September:

  • 24-hour road closures will be in place, with no access for traffic, cyclists or pedestrians at:
    -  Harewood Road, at either side of the railway crossing.
    -  Restell Street, between Harewood Road and Winston Avenue.
  • Detour routes will be in place, with signage to redirect traffic around the road closures. Cyclists and pedestrians will also have a signposted detour route. Please allow extra travel time if you will be affected by the closures.
  • Work hours will generally be between the hours of 7am and 7pm. However, some night shifts may be required (6pm to 6am) between 15 - 19 September, depending on project progress.

Monday 30 September for approximately one week:

  • Following the road closures, a lane will be closed at the railway crossing and temporary traffic lights will be used to manage traffic through the work area during our work hours, from 7am to 7pm. Please expect delays or plan a different travel route to avoid the area.
  • Outside of our work times, two-way traffic will be reinstated.
  • Pedestrian and cyclist access across the railway crossing will not be available so please follow the detour routes. Outside of our work times, safe pedestrian access will be made available.

Following the works above until mid-October, there will be minor works to be completed, however two-way traffic will be maintained during this time.

A 30km/h speed limit will be in place so we can keep our workers and everyone safe.

Information for residents and businesses

  • For the duration of the project, all on-street parking close to our work site will be temporarily removed to allow for safe working space.
  • Access to properties and businesses for vehicles, pedestrians and cyclists will be maintained on either side of the work site.
  • There will be increased construction noise and vibration at times, but we will do our best to keep this to a minimum.
  • The timing of the work and certain activities will depend on the weather and the condition of the roads. We will provide updates if there are changes to the planned works.

Driveway access

Driveway access to properties will be maintained. However, we may need to work in front of driveways from time to time. We will try and give you plenty of notice for this. However, if you need to get in and out of your property and we are in your way, please just talk to one of the Fulton Hogan staff members and they will make sure you can use your driveway.

Other work in the area

Another contractor is working at the intersection of Greers Road and Langdons Road until the end of November. To ensure disruption across the area is kept to a minimum, that intersection will revert to two-way traffic on both Greers Road and Langdons Road during the Harewood Road railway crossing closure.

There are also other rail upgrades happening in the area. For more information, and to subscribe to updates, please visit www.ccc.govt.nz/bishopdale-papanui.
