Te Kaha Surrounding Streets - water upgrade

What

We are upgrading the water supply and wastewater infrastructure around Te Kaha, Canterbury's Multi-Use Arena.

Why

We are getting ready for Te Kaha by upgrading the water pipes around the arena.

Where

Lichfield Street (Manchester to Madras), Madras Street (St. Asaph to Hereford, including intersections), Barbadoes Street (Gloucester to Ferry Road, including intersections), Tuam Street (Madras to Barbadoes), Cashel Street (Manchester to Madras), Ash Street (off Madras).

When

29 July 2024 to early 2025. Monday to Saturday, 7am to 7pm (weather/site condition dependent).

Details

Te Kaha is set to open in April 2026.  To make sure we are ready, we are upgrading the water network around the area.

Phase one - investigations

From Monday, 29 July 2024, our contractors will be on site carrying out investigation work, which is required to understand the underground service locations and condition, as well as any potential clashes or risks to construction.

Works will take place on:

  • Barbadoes Street (from the Gloucester Street intersection, continuing south to the Ferry Road intersection).
  • Madras Street (from the St Asaph Street intersection, continuing north to Hereford Street intersection).

Traffic Impacts

  • Temporary traffic management (road cones, signs) will be installed as part of the works.  There may be some traffic delays and changes to traffic management.  Please follow all signage and instructions from our team onsite. 
  • We will put a number of traffic management layouts in place to keep our team safe while we complete this work.  These will include reductions in lanes, shoulder closures, reductions in lane widths, manual traffic control, and the temporary removal of on-street parking in the working area.
  • The speed limit will be reduced to 30 km/h through the site to keep our contractors safe.
  • At times, the east to west running streets (e.g. Gloucester Street and Hereford Street) will be reduce to one-way through the intersections with Barbadoes Street and Madras Street.  Detours will be in place where appropriate.

Phase two - Construction begins

Construction will start from early August once investigations are complete and will begin simultaneously in several areas: 

  • Barbadoes Street (between Gloucester Street and Ferry Road).
  • Madras Street (near the St Asaph Street intersection, continuing north).
  • Lichfield Street (working from Madra Street towards Manchester Street).
  • Tuam Street (near the Madras Street intersection, continuing east to the Barbadoes Street intersection).

Traffic impacts

  • Most of our work will take place between 7am - 7pm, Monday to Friday, with some work taking place on weekends as required.
  • At times, night work may be required. You will receive further notification from the contractor prior to this happening.
  • Temporary traffic management (road cones, signs) will be installed as part of the works.  There may be some traffic delays.  Please follow all signage and instructions from our team onsite.
  • There will be no on-street parking while we are working in the area.
  • At times, there will be a reduction in lanes, shoulder closures and closures of turning lanes.
  • At times, we will use manual traffic controls to support the flow of traffic while we work in the road.
  • At times, the east to west running streets (e.g. Gloucester Street and Worcester Street) will be reduced to on-way or closed through the intersections with Barbadoes Street and Madras Street.  Detours will be in place where appropriate.
  • Those who commute through the area are encouraged to use alternative routes during the construction works.

Information for residents and businesses

  • The nature of the work that we are doing will generate noise, dust and vibrations.
  • At times, several footpaths and pedestrian crossings will be closed while our crew is working.  When this happens there will be traffic controllers on hand to escort pedestrians across the road.
  • Access to residences and businesses may be temporarily impacted at times, but our crew will make access available as soon as possible.
  • Please advise if you have any specific property access requirements e.g. medical visits, large deliveries, home help and any planned works.
  • This work will require several planned water shut-offs. You will receive further notification from the contractor prior to this happening, if you are affected.
  • Please put your bins out as usual by 6am on your collection day.  Our team will move them and return them, if needed.

Please note: our contractors will have a presence on site from 15 July 2024, collecting data that will inform the staging of the work.
