Halswell Junction Road - extension

What

We’re building a new road to link Halswell Junction Road to Waterloo Road. This includes construction of the new road, a new level crossing at the railway line, a new watermain, and work on underground services. This will be followed by road resurfacing, streetscape improvements and landscaping. There is also work to be completed on Waterloo Road for the South Express Major Cycle Route.

Why

The new road link will provide a safer, more direct route for road users, including heavy vehicles accessing the Hornby Freight Hub. It will also improve cycle and walking connections, and reduce noise and pollution for nearby residential areas.

Details

The new link road redirects Halswell Junction Road traffic from Foremans Road over a new railway crossing to Waterloo Business Park and Pound Road. We will be holding some project information sessions at the Hornby Panthers Rugby League clubrooms where you can meet the project team and contractor on Wednesday 31 May at 16:30 and Thursday 1 June at 11:30 - presentation will begin 15 minutes after the start.

Works will begin mid-June with final investigation works followed by construction of the new link road. The link road includes new retaining walls to increase the road levels to meet the railway line, as well as tie-in works to neighbouring properties in their entrances and yards. As part of this work existing utilities will be realigned, and watermain and stormwater works will take place.

This will be followed by new kerb alignment and resurfacing works at the Foremans Road intersection, along the existing Halswell Junction Road to Waterloo Road, and down Halswell Junction Road towards Main South Road. At the same time works will be happening on the South Express Major Cycle Route - Puari ki Niho-toto on Waterloo Road. This will be followed by a street lighting upgrade and streetscape improvements throughout the area.

Due to KiwiRail timeframes, the contractor will need to return later in 2024 to complete final works once KiwiRail’s works on the railway are complete. This work will involve making the new level crossing operational and decommissioning the existing level crossing, as well as installing the cul-de-sac head on the existing Halswell Junction Road and the new traffic signals at the top of the link road. There will also be some tie-in works for the cycleway on the south side of Waterloo Road.

Works will be taking place in multiple locations along the new link road, Halswell Junction Road and Foremans Road at the same time. It’s estimated that the first stage of works will be complete in the first half of 2024 and the second stage by late 2024. However this is dependent on KiwiRail timeframes.

Traffic Impacts

There will be a number of traffic management layouts implemented while the work is completed. These will be a variation of road closures, one-ways, shoulder closures, lane drops and temporary removal of parking. We will update you about any of these changes closer to the time.

Business and pedestrian access will be maintained at all times, however on-street parking will be removed in the areas where we are working. Cones and barriers will indicate where parking will not be available.

The bulk of this work will happen during the day. However there may be times when the contractor will carry out specific tasks at night when the roads are quieter and less congested. The contractor will give 48 hours’ notice to affected properties before any night works start.

There may be times when vehicle access to your property is restricted. This will be temporary and our contractor will door knock beforehand so you can move your vehicles if needed.

There will be construction noise as the work is completed and we will do our best to keep this to a minimum. There may also be some traffic delays and areas cordoned off as we complete our work. We will work with businesses and residents along the street to find convenient times to do this work.

The timing of the work is dependent on weather and road conditions and we will provide regular updates during construction.
