Councillor and Community Board candidates for the Papanui Ward in the 2025 local elections.

Councillor – 1 vacancy

Papanui Ward Councillor.

Simon BRITTEN

The People's Choice

My principal place of residence is in the Papanui Ward area. I am also standing for Papanui Ward of the Waipapa Papanui-Innes-Central Community Board.

As Deputy Chair of your Community Board since 2019, I've been active, accessible, and approachable. I've supported our community organisations and solved problems for local residents.
I’m on the leadership team of Christchurch’s youth one-stop shop. I’ve been a trustee with the Papanui Baptist Freedom Trust and Casebrook Intermediate School.
Local Government should be transparent, open, and connected to the local community; that's why I’ve run Think Papanui since 2016 and why I founded VoteWatchNZ.
Let’s involve community more in decision-making, enhance our transport system, and provide support and opportunities for young people. We can also do more to improve our environment and respond to climate change.
I have passed the chartered member assessment with the Institute of Directors and have co-chaired the national committee for Community Boards. I have the experience needed to serve you as Councillor. I need your vote to do this work.

Victoria HENSTOCK

Your Local Independent Community Voice

My principal place of residence is in the Papanui Ward area.

As your current independent councillor, I’m not tied to any political party.
I’ve worked hard to represent Papanui, putting people before politics, focusing on practical results that are achievable and affordable. I’ve hosted nearly 100 resident drop-in sessions, listening and taking action on local issues.
I’ve delivered on my promise to defer the Harewood Rd cycleway, and pushed back on over-engineered intersections and unnecessary speed bumps. I back common-sense decisions that serve our community and challenge unjustified rates increases.
My priorities are simple - spend wisely, fix what’s broken, and protect what makes Christchurch a great place to live.
A lawyer for 20+ years, with 30+ years governance experience and past executive leadership roles in central/local government and Ngāi Tahu.
Christchurch is moving in the right direction with renewed energy and ambition. I’m committed to working hard for a resilient, liveable, and forward-looking city. It’s a privilege to serve you.

Straight talk Real results For Papanui

My principal place of residence is in the Papanui Ward of the Waipapa Papanui-Innes-Central Community Board area.

I live in Papanui and run two local businesses - giving me a strong understanding of the challenges families and small enterprises face every day. I’m standing for the Community Board because I care deeply about our community and how decisions are made. Christchurch is regaining its spark, and I want Papanui to be part of that momentum. I grew up on a farm, where hard work, common sense, and community mattered. I’m passionate about building a real sense of community: where neighbours connect, children feel safe walking home, and rates are spent wisely on what truly matters. I’ll speak up for those who can’t, ask the tough questions, and push for practical, community-led solutions. I’m not a politician—I’m your neighbour, a businesswoman, and someone who wants the best for our streets, schools, and local shops. Not a politician, a neighbour who cares.

The People's Choice

My principal place of residence is in the Papanui Ward of the Waipapa Papanui-Innes-Central Community Board area.

I’m standing for Community Board to bring positive, progressive, and sensible action to the table.
I live, shop, and advocate locally, and have seen the diversity and potential our community has to offer. I’m a high-school teacher, a local Residents’ Association chair, and have been a board director in a national charity.
This decade’s worth of experience I have is how I plan to bring, and amplify, our community’s voice in the decision-making process.
Like you, I’m concerned about the state and safety of our roads and footpaths, what happens to the rates we pay, and the future of our parks and our environment. There are sensible, evidence-based, long term solutions to these issues that I want to action.
I’m local, connected, and committed to Papanui. I’d love your support to keep our community the great place it is to live.
