Councillor and Community Board candidates for the Halswell Ward in the 2025 local elections.

Councillor – 1 vacancy

Halswell Ward Councillor.

Andrei MOORE

Independent

My principal place of residence is in the Halswell Ward area.

Last election, I made commitments I intended to deliver. I've made progress on every commitment.
I'm not here to fluff around, I'm here to get results.
With 3000+ Halswell homes to come, we must utilise development contributions from new builds wisely to get infrastructure built correctly the first time to avoid ratepayers having to pick up the bill later.
I've overhauled the way we deliver new subdivision infrastructure to help enable this. There are many practical ways to help reduce the rating burden, and I'm doing them.
Halswell should be accessible for everyone, regardless of age or physical ability, and people should feel safe to live and work here. I'm proud to have prioritised basic infrastructure and helped get our own community patrol car on the road.
I grew up here, will grow old here and will continue to work hard to make Halswell a great place to live.

Dylan SMART

Independent Citizens

My principal place of residence is in the Halswell Ward area. I am also standing for Halswell Ward of the Waipuna Halswell-Hornby-Riccarton Community Board.

I’m running because Christchurch families are fed up. Rates are rising faster than inflation, while too much is spent on low-priority projects like cycleways and speed bumps. The Council has prioritised vanity over sanity. We need change!
I live in Halswell and understand hard work and budgeting. Born and raised in Christchurch, I’m committed to our city’s future. We should be moving forward but many feel we’re falling behind—it’s time to turn that around. We need leadership focused on what matters: lasting roads, clean water, safe streets, reliable services, and keeping more money in your pocket.
With your support, I will:
Cap Rates & Cut Waste: Control spending and Cap rates.
Prioritise Core Services: Roads, water, waste, and public safety.
Stop Wasteful Projects: Axe cycleways and speed bumps, focusing on what matters.
Let Locals Decide: Listen to residents, involving them in decisions.
This election, Vote Smart. Vote Dylan Smart.

Josh KEYS

Independent - No Nonsense

My principal place of residence is in the Halswell Ward of the Waipuna Halswell-Hornby-Riccarton Community Board area.

Like many here, I’m raising a young family and want Christchurch to be a place where our kids and families can truly thrive.
Every election cycle we hear the same promises — lower rates, better roads, improved services — but not much seems to change. We all want these things, so what’s the holdup?
That’s why I’m running for the Community Board. I want to see how things actually work. Are meetings bogged down in red tape and political waffle, or is something else getting in the way?
I’ll show up, speak up, and report back — directly to you. No sugar-coating, no empty slogans — just clear updates and honest questions.
We deserve real transparency and action on the issues that matter. I’m not here to play political theatre. Send me to the board to represent you — no buzzwords, no nonsense.

Kia ora, Halswell! I’m Kevin List, and I’m running to be your advocate on the Community Board. With 15 years of experience in Parliament and time as a high school teacher here in West Christchurch, I bring a wealth of political and local insight to fight for our community. As a teacher, I use critical thinking daily to inspire our youth and hear the issues that matter to you – from safer streets to better local services. My background in journalism and advocacy, including running major campaigns in Wellington, means I’m ready to amplify your concerns and deliver results. As Terry McCann would say in the classic TV show Minder, I’ll be so good for you in getting your voice heard! Let’s make Halswell thrive! Debbie MORA

Independent - Back to Common Sense

My principal place of residence is in the Halswell Ward of the Waipuna Halswell-Hornby-Riccarton Community Board area. I am also standing for Riccarton Ward Councillor.

I have lived in Halswell for 40 years and have enjoyed serving you for the last 12 years.
I value representing and advocating for you and sharing your many concerns on issues such as keeping our precious water supply clean and free of toxicity, controlling housing intensification and reducing our rates with wiser spending, no more unnecessary road speed humps and cycle ways.
I am Resource Management Act accredited as Commissioner to sit on consent panels which gives me a good understanding of our consent processes.
My professional skills come from a 30 year background in finance, taxation and advocacy work and I have enjoyed volunteering for Community Patrol and playing in a band serving the disabled community locally.
My personal interests include aviation, motor-racing, music, playing bridge, tennis and attending church locally.
I remain community focussed, community driven and I would welcome serving you again for another term.

Marie POLLISCO

The People's Choice

My principal place of residence is in the Halswell Ward of the Waipuna Halswell-Hornby-Riccarton Community Board area.

Halswell is growing - and I’m here to help guide that growth with strong leadership, local knowledge, and a deep commitment to our community.
Over the past three years, I’ve proudly served as Deputy Chair, and then Chair, of the Waipuna Halswell-Hornby-Riccarton Community Board, and have brought structure, stability and integrity to our Board during the term. I’ve focused on, and delivered, improved community safety, resources for volunteer and community groups, and ensured responsible local developments.
I volunteer with Civil Defence and Community Patrols of NZ, am a JP, a policy planner for the city and a marriage celebrant.
My role has involved working closely with residents, Council, and fellow board members to ensure your voices are heard and local priorities are delivered - but there's more to do.
I’m standing again as your People’s Choice candidate in Halswell so we can keep building a safe, inclusive and vibrant community.
