Update 13 May 2022

Council approved the scheme design for Worcester Street cycleway connection, with several amendments and notes, on Thursday 12 May 2022.

Amendments and notes

  • Ensure no stopping lines are installed over the area of the speed hump.
  • Request staff liaise with Waka Kotahi and the Council’s Travel Demand Management Team on education for cyclists and motorists on the use of sharrows.
  • The Panel support the inclusion of Worcester Street in the Streets for People programme.
  • Request that staff investigate the phasing of traffic signals at the Madras Street and Worcester Street intersection to ensure sufficient time for pedestrians and cyclists crossing.
  • The status of the section of Worcester Street between Latimer Square and Manchester Street is currently unclear. The Panel requests further advice to Council on marking, signage, speed limits and the potential for a shared path.

What happens next?

We expect construction to begin in August 2022.

Future work on Worcester Street

A new cycleway, which will link Rapanui Shag Rock Major Cycle Route from the southeast into the central city,  will begin in 2024. Information on this can be found on our budget tool(external link) or in our Long Term Plan(external link), ID number 60236.

Key topics raised

Main comments made by submitters were:

  • Make the route a separated cycleway
  • Put in more traffic calming measures such as, build-outs and speed humps
  • Planting and trees
  • Improve the connection to and from Latimer Square - Straighten the ‘dog leg’ going into the square, improve the kerbing to make the journey seamless and put in a raised platform to slow traffic
  • Increase the duration of the green cycle light at the Madras Street and Worcester Street intersection
  • Support the reduction in speed (one did not).

Staff recommendations

The staff recommendation to the Hearings Panel is to recommend to Council to approve the Antigua Street cycleway connection plan which includes:

  • Removal of unrestricted parking
  • Changing the speed limit from 50 km/h to 30km/h between Latimer Square and Fitzgerald Avenue
  • The installation of a speed hump

To make it safer for everyone, we are proposing the following changes between Fitzgerald Avenue and Manchester Street:

  • 30km/h speed limit - between Latimer Square and Fitzgerald Avenue
  • New speed hump outside 242 Worcester Street
  • New painted sharrows on the road
