Consultation on the Halswell Skate and Recreation parks has now closed.  The community were able to provide feedback from 20 January 2017 to 20 February 2017.  During this time we heard from 146 individuals and groups.  You can read their feedback [PDF, 584 KB] and also find out how this was included in the staff report(external link) to the Halswell-Hornby-Riccarton Community Board.  The Community Board have approved both concept plans, so the project can now progress into detailed design and construction.

The skate park at Knights Stream is now complete and work is due to commence on the skate facility at Halswell Domain at the end of September 2018.

What is this project and why are we doing it?

In February 2016 the Council project team sought feedback from the community on a proposal to install a skate and recreation park in Halswell. During this process there were four locations discussed with the community. These were Halswell Domain, Knights Stream Park, Westlake Reserve and Scott Park. After the consultation period a community workshop was also held to discuss the proposed sites in more detail.

Halswell Domain

Following this a staff report was produced that went to the Riccarton/Wigram Community Board for a decision on a location to build the skate and recreation park.

At the Community Board meeting on 27 July 2016 the decision was made to approve two locations for a skate and recreation park at Halswell Domain and at Knights Stream Park in Halswell.

The project team then worked alongside the community to compile ideas [PDF, 6.7 MB] on what locals would like included in the design of the skate and recreation parks. This involved meeting with groups of children in local schools, being available at a community drop in session in Halswell Domain and capturing ideas on the Council “Your Voice” website. All of this valuable feedback has now been used to put together the concept designs for a skate and recreation park in Halswell Domain and at Knights Stream Park.

The project team have used community feedback to put together concept plans for the skate and recreation parks at Halswell Domain and Knights Stream Park. This is now your opportunity to let us know if we have got this right or if we are missing anything.

What happens next?

Once the consultation has closed all feedback will be considered by the project team, and may result in further changes to the concept plans. The final plans and consultation feedback will then be presented to the Halswell-Hornby-Riccarton Community Board for approval. If these plans are approved then the project will move into detailed design (this involves the creation of the technical
construction drawings) and then a tender process. At this stage we are anticipating a decision to be made in May 2017 by the Community Board. The project team are hoping that construction works at both sites will happen at the same time and will be aiming for the construction to be completed by December 2017. However this is subject to a number of factors such as consent approvals (if required), contractor availability, weather and ground conditions

Your ideas

The project team would like to thank everyone who provided us with ideas that contributed to the concept plans for the skate and recreation parks, either online or in person. 

Halswell Domain Skate and Recreation Park

  • Skate elements including a skate bowl with double pocket, rising quarter pipe with kerb lip, mini ramp, tear drop flyover, pyramid hip, learner ledge and rails.
  • Pump track with berms and rollovers.
  • Four fitness equipment items (two per station).
  • Access pathway
  • Informal seating.
  • Shade shelter.
  • Landscaped mounds and use of coloured concrete in places to blend the design into the environment.

Knights Stream Park Skate and Recreation Park

As part of the development of Knights Stream Park, there will also be a learn to ride facility, basketball half court, car park, pavilion and sports fields. These items are not part of this project.

The key elements of this skate and recreation park design include:

  • Skate elements including quarter pipes, timber post skate elements, flow bowl, pump bump,bank and stair set up with china bank.
  • A flat open space area with street skate elements.
  • Seating located around the facility.
  • Shade shelter.
  • Lawn area.
  • Coloured concrete in places to blend the design into the environment.
