Christchurch City Council is proposing to introduce night time access and no stopping restrictions on streets in Islington's Waterloo Business Park.
Consultation on proposed restrictions in Waterloo Business Park opened on 22 June 2017 and closed on 13 July 2017.
During this time we heard from 53 individuals and groups. Feedback is now available.

Residents and businesses in or around the business park have been experiencing antisocial behaviour at night on the recently opened new roads.
This has included residents being woken by loud noise from go carts, motorbikes and cars on the public roads, and rubbish left on footpaths, gardens and grassed areas.
Racing and burnouts are common, and empty bottles and cans of alcohol are often found on Monday mornings, according to the Business Park’s Project Manager.
The Business Park has organised security patrols but it is now erecting security cameras to gather further evidence to pass on to the police.
The Council proposes to address the issue by imposing road access restrictions at night in this business area under the ‘Prohibited Times on Roads’ Bylaw, and no stopping on Halswell Junction Road and the new Waterloo Road.
Roads subject to ‘Prohibited Times on Roads’ are identified by ‘No Entry’ signs. An example is pictured above. The night time no stopping restrictions will apply from 10pm to 5am, seven days a week.
Legitimate road users are not affected by restricted access because business employees, residents, and anyone else with a genuine reason for being on the streets are exempt from the restrictions.
The Council’s ‘Prohibited Times on Roads’ Bylaw clause enables it to restrict night time access to a street to legitimate users only, such as residents and business employees.
The purpose of the Bylaw clause is to prevent nuisance or antisocial road users from accessing the street and creating problems. Those who infringe risk a $750 penalty.
