District plan change - Minimum onsite parking in Lyttelton

We are proposing to change the rules in the District Plan regarding the provision of parking in Lyttelton.

Current requirements

The change would remove the minimum onsite parking requirements applying to development in the Lyttelton town centre.

The current requirements to provide off street parking apply to all local and neighbourhood, and district commercial centres (Lyttelton is classified as a Neighbourhood Centre in the District Plan). However, they don’t account for Lyttelton’s unique geography and, as a consequence, they are hindering the redevelopment and regeneration of the town centre. Prospective developers in Lyttelton are generally unable to meet these onsite requirements.

Process for making the change

We hope to reduce the time frame for making this change by using the Greater Christchurch Regeneration Act 2016.

On 11 April, the Council agreed to initiate a process to request the Minister for Greater Christchurch Regeneration to use Section 71 of the Act to make the amendment.

We intend to submit a proposal to the Minister, who will decide whether to approve or decline the proposal following public input.  But before we go any further in the process, we want to hear your  views.
