QEII School Speed Zones and speed reduction on Frosts Rd

In preparation for the increased volume of all road users around the new Shirley Boys' High School and Avonside Girls' High School on the QEII Park site, we are proposing a 40 km/h school speed zone on Travis Road and Bower Avenue.

Consultation has now closed

Consultation on the QEII School Speed Zones and speed reduction on Frosts Rd has now closed. People were able to provide feedback from 20 December 2018 to 28 January 2019.

Project timeframes

All signs for the School Speed Zone have now been installed / replaced.


 In response to requests from the community, the schools and local police,  we also propose reducing the permanent speed limit on Frosts Road from 70 km/h to 50 km/h. The lower speed limits improve the safety of all road users.

School Speed Zone

School speed zones operate on school days for no more than 35 minutes in the morning, and 20 minutes in the afternoon.  The proposed operating times will be aligned to the schools’ start and end times, once these are confirmed.

The proposed school speed zones and position of new signs are shown on the plan and summarised below.

Electronic 40 km/h school speed zone signs will be positioned at each entry point as below;

Travis Road

  • North side, to the east of the Frosts Road intersection
  • South side, to the west of the Bower Avenue intersection

Bower Avenue

  • West side, to the north of the Travis Road intersection
  • East side, to the north of the Marriotts Road intersection

Signs installed on the opposite side of the road, will advise road users that they are exiting the school speed zone.

Signs identifying the start and end of the school speed zones will be installed on all side roads (Atlantis Street, Blue Gum Place, Wattle Drive, Saltaire Street, Marriotts Road and Ascot Avenue) and warning ‘children’ and ‘school’ signs will be installed, as required.

Frost Road speed reduction

The attached plan also outlines the proposed speed reduction on Frosts Road. A 50 km/h speed limit for Frosts Road is consistent with the safe and appropriate speed identified in the national guidelines and will support planned improvements to the pedestrian crossing on Frosts Road being planned by NZTA.

The Council’s Traffic and Parking Bylaw 2017 allows the Council to set and change speed limits on roads in Christchurch in accordance with the Land Transport Rule Setting Speed Limits 2017. Consultation is required as part of this process.
