Availability of late submissions and right to make further submissions

Public Notice

  1. On 27 July 2015 the Christchurch City Council publicly notified a number of proposals and associated planning maps to replace some of the provisions of the operative Christchurch City Plan and the Banks Peninsula District Plan. The period for making submissions on those proposals closed on 4 September 2015.
  2. Under the provisions of Clause 5(1)(b) of Schedule 3 Canterbury Earthquake (Christchurch Replacement District Plan) Order 2014, the Chair of the Independent Hearings Panel has accepted late submissions from:
  • Papanui Club Inc. (Submission 3998) which seeks the inclusion of 310 Sawyers Arms Road as a scheduled activity under rule 6.5.4 or alternatively to rezone the site Residential Guest Accommodation.
  • Lyndon Telfer (Submission 3999) who seeks amendment to the Floor Level and Fill Management Maps to accurately reflect the likelihood of flooding at 13 Rimu Street Fendalton.
  • The Christchurch Gondola Limited (Submission 4000) which seeks amendment to objectives and policies, and the inclusion of a new policy and rules under 9.1 Indigenous Biodiversity and Ecosystems and 9.2 Outstanding Natural Features and Landscapes.
  • Christ’s College Canterbury and G and J McVicar who seek alternative relief to that sought in Submission 3677. The alternative relief sought is the amendment of Rule 8.3.7.1 to exclude those areas of SL11.2 zoned Residential Hills on Planning Maps 50 and 51 to make it clear that a resource consent is not required under Rule

8.3.7.1 by virtue of part of the land being within a Significant Natural Landscape.

  1. The submissions by Papanui Club Inc., Lyndon Telfer, The Christchurch Gondola Limited and Christ’s College Canterbury and G and J McVicar may be inspected during normal office hours at any of the Council’s service centres or libraries and online at www.proposeddistrictplan.ccc.govt.nz(external link) . For details of your nearest service centre or library please telephone 941 8999.
  2. The following persons may make a further submission on the submissions by Papanui Club Inc., Lyndon Telfer, The Christchurch Gondola  Limited and Christ’s College Canterbury and G and J McVicar:
  • The Minister for Canterbury Earthquake Recovery and the Minister for the Environment.
  • Any person representing a relevant aspect of the public interest.
  • Any person that has an interest in the proposal greater than the interest that the general public has.
  • Christchurch City Council.
  1. Any further submission must be limited to a matter in support of, or in opposition to, the submission made by Papanui Club Inc., Lyndon Telfer, The Christchurch Gondola Limited and Christ’s College Canterbury and G and J McVicar and must state whether or not you wish to be heard.
  2. The further submission must be served on the relevant submitter.

  1. The last day for making further submissions on the submissions by Papanui Club Inc., Lyndon Telfer, The Christchurch Gondola Limited and Christ’s College Canterbury and G and J McVicar is 27 October 2015.
  2. The Christchurch City Council will publish any further submissions received in response to the submissions by Papanui Club Inc., Lyndon Telfer, The Christchurch Gondola Limited and Christ’s College Canterbury and G and J McVicar on-line at www.proposeddistrictplan.ccc.govt.nz(external link) not later than 10 working days after the closing date for further submissions.
