Public notice is hereby given that pursuant to the provisions of Section 319 (h) and 342(1) (a) of the Local Government Act 1974 and in the manner provided in Schedule 10 to this Act, the Christchurch City Council has resolved to commence road stopping procedures to stop those portions of Avonhead and Grays Roads principally adjacent to the Christchurch International Airport and described in the Schedule hereto. Further, it is the Council’s intent to dispose of the land (subject to the road being formally stopped) to the adjoining owners as set out below.
Plan | Shown as | Adjoining | Title Reference | Area |

4.1134 ha |
The proposal to stop these roads has been in the public realm for 20 years, since the release of the City Planning Maps in 1995 and remains in the Council’s operative City Plan. The Christchurch International Airport Ltd (CIAL) have made application to the Council to formally stop the land described in the above schedule. This action would enable CIAL to proceed with a more desirable outcome to its Dakota Park Development and enable the company to continue its business operations associated with the extension of airport related activities in the Special Purpose (Airport) Zone including the construction of a freight apron and associated taxiways.
The proposed roads to be stopped will be replaced with new roads connecting to existing road networks. The proposal is to replace those portions of Avonhead Road and Grays Road subject to this notice with George Bellow Road, a short portion of Ron Guthrey Road and a portion of Syd Bradley Road. This further aligns with the roading network and road improvements being under taken by the NZ Transport Agency in Russley Road.
Section 1 SO Plan 472365 is to be disposed of for amalgamation with adjoining lands.
Section 2 SO Plan 472365 is to be disposed of for amalgamation with the adjoining land owned by the Christchurch International Airport Limited as described in the schedule above.
Any person or organisation wishing to object to the proposed road stopping must lodge their objection in writing no later than 5pm on Monday 22nd June 2015 addressed to:
Property Consultancy Manager, Christchurch City Council, PO Box 73015, Christchurch 8154
