Proposed Plan Change 14 - Housing and Business Choice

Resource Management Act 1991 Christchurch District Plan Proposed Plan Change 14 - Housing and Business Choice Council decision on Independent Hearings Panel recommendations on Medium Density Residential Standards – 265 Riccarton Road and 9 Daresbury Lane.

Christchurch City Council has made its decision on accepting the Independent Hearings Panel’s (IHP) recommendations on Plan Change 14 for the above two properties at its meeting on Wednesday 16 July 2025 in accordance with Clause 101, Schedule 1 of the Resource Management Act.

Residential zones

The Council has accepted all IHP Recommendations for the Medium Density Residential Zone as they relate to 265 Riccarton Road (legally described as Pt Lot 1 DP 52478) and 9 Daresbury Lane (legally described as Lots 2, 3 DP 49363), only.

Qualifying matters

The Council has accepted all IHP Recommendations for the following qualifying matters as they relate to 265 Riccarton Road and 9 Daresbury Lane, only:

  • Significant and Other Trees qualifying matter (to retain)
  • Waterbody setbacks qualifying matter (to retain)
  • Sunlight access qualifying matter (to reject)

 Mapping

The Council has accepted all IHP Recommendations on District Plan mapping, as they relate to this decision.

The provisions of the District Plan decided by Council are now operative and are not open to appeal.

This notice has been issued in accordance with Clause 102, Schedule 1 of the Resource Management Act.
