Plan Change 14 – Housing and Business Choice

The Independent Hearings Panel (IHP) established by Christchurch City Council to consider and hear submissions on proposed Plan Change 14 - Housing and Business Choice (PC 14) gives notice in accordance with clause 8B of Schedule 1 of the Resource Management Act 1991 that hearings on the plan change will commence on Tuesday, 10 October 2023 at 9am in the Golden Fleece Room at the Crowne Plaza Christchurch, 764 Colombo Street, Christchurch 8011.

Hearings will continue on the following dates, commencing at 9am each day:

  • 10, 11, 12, 13, 18, 19, 24, 25, 26 and 31 October 2023
  • 1, 2, 7, 8, 9, 14, 15, 16, 21, 22, 23, 28, 29 and 30 November 2023

Hearings scheduled to continue in 2024 will be held at Te Hononga Christchurch City Council Civic Offices, 53 Hereford Street, commencing at 9am each day:

  • 30 and 31 January 2024
  • 1, 13, 14 and 15 February 2024

Submitters and further submitters who have indicated that they wish to be heard will be contacted by the IHP Secretariat.

The IHP has issued hearing procedures and the hearing timeline, which are available on the IHP website: chch2023.ihp.govt.nz(external link) and have been circulated to submitters and further submitters who indicated their wish to be heard.

Council s42A reports and statements of evidence are available on the website, and all other hearing documents, including submitters’ evidence, will be published as they become available. Hearings will be live streamed, with recordings available on the website.

The IHP will have read all submissions and further submissions, evidence and pre-circulated documents prior to the hearing.

If submitters do not wish to attend the hearing, their submission will still be considered by the IHP when they deliberate.
