Christchurch District Plan – Further submissions invited on additional submission points
Proposed Plan Change 14 – Housing and Business Choice

Christchurch City Council has prepared proposed changes to our District Plan that affect the development allowed in the city, being Plan Change 14 (PC14 Housing and Business Choice).

We are inviting further submissions on additional and amended decisions sought in specific submissions listed below on Plan Change 14, which are included in a second addendum to the original summary of submissions (as notified on 30 June 2023), until 11.59pm on Wednesday 6 September 2023.

  • Teewah Holdings Limited (Submission 2108)
  • Wigram Lodge (2001) Limited and Elizabeth and John Harris (Submission 817) regarding 152-158 Peterborough Street and 327-333 Manchester Street
  • Tobias Meyer (Submission 55)

The submission points of Teewah Holdings Limited, and Wigram Lodge (2001) Limited and Elizabeth and John Harris, were accidentally left out of the summary of submissions made public on 30 June 2023. On the submission of Tobias Meyer, the summarised submission points did not accurately reflect the full submission. All of this has now been corrected and included in a second addendum to the original summary of submissions, which people can make a further submission on from today.

The summary of the specific decisions sought in submissions included in the second addendum, and the submissions themselves, can be viewed online at ccc.govt.nz/pc14

The submissions can also be inspected in digital format at Council libraries, service centres and the Civic Offices, 53 Hereford Street. You can ask for assistance to view the submissions and the summaries at these locations.

We are inviting further submissions, from persons who meet the requirements below, in support or opposition to the submissions. Further submissions must be received by 11.59pm on Wednesday 6 September, being no later than 10 working days from the date of this notice.

Requirements

A further submission can only support or oppose an original submission. It is not an opportunity to make a new submission on matters not raised in these submissions or beyond those points included in the addendum.

If you make a further submission, you must serve a copy of it on the original submitter within 5 working days of you providing the further submission to the Council.

The following persons may make a further submission on the proposal:

  • the local authority, Christchurch City Council, may make a submission;
  • any person representing a relevant aspect of the public interest; and
  • any person that has an interest in the proposed policy statement or plan greater than the interest that the general public has.

Have your say

You can make a further submission on the submission points in the addendum:

  • online at ccc.govt.nz/haveyoursay
  • by sending a written further submission to Christchurch City Council at Freepost 178 (no stamp required), Housing and Business Choice Plan Change (PC14), Christchurch City Council, PO Box 73016, Christchurch. (Contact Christchurch City Council on 03 941 6886 or email engagement@ccc.govt.nz if you need a hard-copy form.)

Your further submission must be in Form 6 and must state whether or not you wish to be heard on your further submission. Copies of this form are available from Christchurch City Council’s Civic Offices, Council service centres and libraries. Further submissions close at 11.59pm on Wednesday 6 September 2023.

If you need any assistance with making a further submission, there is a Friend of Submitters service available to help. To access this free and fully independent service, please email Jane West at CHCHPC13-14@jwest.co.nz or call 03 324 3324.
