Council has received many calls from residents regarding vehicle parking issues in this area. We have also observed changes to parking patterns. Therefore, we are in the process of reviewing the area identified on the map as area three.

This overall project will not continue as there was little support from community for this project. Any further parking issues arising within this area are to be notified to the local Traffic Engineer who will consider each issue on a case by case scenario.
However, staff identified several pocket areas where there was greater community support for parking restrictions or further research needed. These included: Lynfield Avenue, Ashfield Place, Ilkley Place, Wadeley Road, Brodie Street, Ilam Park Place. Staff will investigate these areas further and contact affected residents/businesses directly if any further work is to be done.

There is high parking demand in the suburbs of Fendalton, Ilam and upper Riccarton that is predominantly related to staff and visitors of Canterbury University and Christchurch College of Education. Much of the area is subject to high all day parking demands and is covered by an existing comprehensive parking plan named ‘The University Parking Plan’ which was implemented by Christchurch City Council in 1996.
We have observed that changes to parking patterns are resulting in increased heavy parking demand on streets that are outside of the original parking plan area. We have also received numerous calls from residents about parking issues within the area covered by the existing plan. One notable change is the proposal to extend what was previously March-November parking restrictions to year round parking restrictions. The rationale for this extension is that both the University and College of Education now run summer programmes and/or events, increasing the summer parking demand.
Staff began a review of the entire area last year and consulted on Area One during November 2017. The majority of submitters did not support the proposal for Area One and that area is not going to proceed at this time. However, Area Three is closer to both the College and University. We would like to seek community views and feedback regarding this area. It is important for us to hear your views whether for or against the proposal as the community feedback helps elected members with their decision making.

Your feedback on this proposal will help us to complete our review of the area and to make any further adjustments. Any existing parking restrictions that have not been identified on the map will stay as they are.
Following the closure of this consultation all responses will be compiled. Copies will be provided to the project team, elected members and made available to view online. Once staff have considered your submissions a written report will be developed with a staff recommendation for Community Board approval. The report will be sent to Halswell-Hornby-Riccarton Community Board to be placed on their next available meeting agenda. Your elected members on the Community Board are the decision makers on this project and they will be considering community views and feedback. It is not their desire to impose any restrictions if they are not supported by the community. All submitters will be notified by letter prior to the above meeting date to confirm details of the meeting and how to request speaking rights if you would like a time slot to present your submission as a deputation to Community Board.
