The Christchurch City District Plan contains a number of rules that enable certain activities to be considered as controlled activities when certified by a qualified expert who is on a Council-approved list.
The Council has undertaken a process to establish a list of approved experts who will be able to provide certification that developments in the Commercial and Central City Core zones meet the urban design requirements as part of the resource consent applications.

This certification process is an alternative approach to assessing urban design matters. The standard restricted discretionary consent application process where the assessment is undertaken by Council staff also remains an option for applicants.
The above urban design experts may be engaged (and paid) directly by applicants to assess the development and provide the urban design certification. Any engagement of the above experts is entirely independent of Council.
The experts must operate with professional integrity and there should be no expectation that the experts will be able to certify a particular proposal if they don't think it meets the District Plan urban design matters.
