Bays Skate Park and Sumner Village Green

We are seeking community feedback on the draft designs for a permanent skate and scooter park and a village green in Sumner. We are not seeking feedback on where to build the skate and scooter park as this has already been decided.

Update | August 2022

A consent has now been lodged. No physical works are able to commence until we have the relevant consents, the tender process has been completed and a contractor has been awarded the contract.

Once we have all the approvals we will update this page with further information and construction timeframes.

Update | December 2021

We are aiming to deliver both the skate park and the village green together in 2022.

The project team has been working closely with our designer and Council’s consenting team. Some minor adjustments have been made to meet the consenting requirements (none of the changes affects the function of the space or the skate elements). We are working through the last details of the detailed design before we lodge our Resource Consent application.

At this stage we expect our Resource Consent application to be lodged early in the New Year. As soon as the consent has been granted, the construction contract will be tendered. We anticipate that construction will start in mid-2022.

 Further updates will be provided in early 2022.


Consultation has now closed | November 2020

Consultation on the Bays Skate Park and Sumner Village Green project has now closed. People were able to provide feedback from 12 October to 9 November 2020.

During this time we heard from 141 individuals and groups. You can view all of the feedback below.

We considered all of the feedback and the following changes have been made to the initial designs for the skate park and the village green.

Skate park:

  • A standalone fence has been added to match the low balustrade fence, to ensure skateboards do not fly onto the footpath.  A skate kerb has also been added to the edge of the raised platform and quarter pipe at the eastern end of the skate area.
  • Two shade umbrellas have been included in the design.  These are subject to future funding.
  • The skateable art feature has been removed.
  • Etiquette signage has been included.
  • Minor tweaks have been made to the street features to create more flow and usability (heights, dimensions, gradients, materials for coping etc) - these are not noticeable on the flat plan, but can be seen in the 3D images and will be included in the detailed design.

Village green:

  • The BBQ, picnic table, rubbish bin and paved area have been moved closer to the skate park.  This is to ensure the area has additional separation from neighbouring residential properties.  Shade has been included over this area.
  • One picnic table has been removed from the design.

A staff report was presented to the Waikura/Linwood-Central-Heathcote Community Board on Wednesday 14 April 2021 for final approval. 

Both plans are approved it is expected that work will begin on the skate park in late 2021 (pending contractor availability and relevant consents being granted).  Development of the Sumner Village Green is not able to commence until funding becomes available in 2025-26 as per the Council draft Long Term Plan.

In December 2018 the Linwood-Central-Heathcote Community Board approved 26 Nayland Street(external link), as the location for a skate park in the Bays area.

In April 2019 we began collecting design ideas from the community at a community workshop and from the Sumner Green and Skate group.We have attempted to include as much of this feedback as possible while keeping within the project budget.

The features included in the design will meet a beginner to intermediate skate and scooter ability level.  The design also reflects the seaside environment, with the skateable art quarter pipe in a wave design.

Signage will be included on completion of the park with some helpful guidelines on how to use the park.  This will be similar signage to what is currently installed at our skate parks in Halswell and in Lyttelton.  This signage was put together with help from our Halswell skate and scootering community.

Temporary ramp

The temporary skate ramp in Sumner is owned by the local community and once the permanent skate and scooter park is complete, the temporary ramp will be removed.  The community group have plans to relocate it to benefit another community in the Christchurch area.

Sumner Village Green (currently unfunded)

We heard how passionate the local community are about having a green area in the heart of Sumner Village.  During the community workshop we received strong support for 24 Nayland Street to be used for greenspace purposes instead of future car parking.  A car park is currently indicated here in the Sumner Village Centre Master Plan(external link).

The proposed landscape plan for Sumner Village Green will require funding through our Long Term Plan(external link), which we will be seeking community feedback on in March 2021, or through diversion from other Master Plan projects in Sumner.

Decision-making process

Once the consultation period has closed, the project team will analyse the feedback and produce a staff report which will go to the Linwood-Central-Heathcote Community Board for approval.  At this stage, we are expecting that the decision by the Board will be made sometime in March 2021.

All submitters will receive written updates on the project, including details of the staff recommendations and decision meeting and how to request to speak at the Board meeting if they wish to do so.

If approved construction works for the permanent skate and scooter park are expected to start in September 2021, however this is subject to weather conditions and contractor availability.

Construction on the village green would be scheduled once funding has been sourced.

The village green project is unfunded,  however we would like your feedback on the green area to ensure it fits alongside the skate and scooter park.  Once the plan is approved and funding has been sourced, this project will then be able to progress.

  • Sealed path and ramp connecting the skate and scooter park to the village green area
  • Timber seating in sections of the retaining wall and along the walls
