We’re proposing to use a part of Kyle Park to build the new Hornby Library, Customer Services and Leisure Centre. To do this, we need to make changes to the Kyle Park Management Plan and the area’s reserve classification.
A hearing was held on Monday 17 June 2019 to hear from submitters.

The Hearing report was presented to the Waipuna/Halswell-Hornby-Riccarton Community Board at their meeting on Tuesday 9 July 2019 for final approval of the proposed changes.
On 13 December 2018, Kyle Park was approved as the preferred location for the new Hornby Library, Customer Services and Leisure Centre.
This followed consideration of several sites and consultation with the community. Kyle Park Management Plan and the reserve classification for part of the park need to change for this development to occur. The changes would only apply to the north east corner adjacent to Waterloo Road and Smarts Road—the part of the park proposed for the new facility. The rest of the park remaining unaffected.
The area was previously farm land before Samuel Smart and Sons established a quarry on the site in 1884.
Paparua County Council purchased seven hectares for use as a rubbish tip in 1968, and an additional 1.7 hectares of adjacent land in 1974. Dumping mostly stopped during the 1970s with only minor dumping occurring until 1981 when the site was capped and contoured.
In 2001, the Council declared the larger land parcel as Recreation Reserve . It’s now managed and maintained by the Council as a community park and used for some club and school sports, as well as informal recreation.There is currently no formal sport use of the part of the park proposed for the new facility.
We can’t build a library and service centre on Recreational Reserve, which is the current classification for Kyle Park. We are proposing to change the classification for part of the park to Local Purpose (Community Buildings). The whole area will remain Reserve - only the classification would change.
The library, service centre, and associated car park areas of the facility only make up four per cent of the total park area. However, we are proposing to reclassify 1.52 hectares, which is 17.5 per cent of the total part area. One third of this area (5000 square metres) is for landscaping. The diagram below shows the area of proposed classification change in yellow and marked ‘A’. This area would remain as reserve but be classified as Local Purpose (Community Buildings) Reserve.
Kyle Park Management Plan was adopted in 1993. We need to change the Management Plan so that the proposed development and use of part of the park is consistent with it.
We’re only making the changes needed for the proposed facility. A full review of this individual plan will be part of a proposed multi-park management plan in the future. The proposed changes acknowledge the proposed facility, incorporate the change in reserve status, and allow vehicle parking.

This consultation only relates to the Reserves Act 1977 purposes. It does not relate to the choice of site or the design of the facility.
A Council Hearings Panel will consider all submissions and hear from any submitters who wish to speak to them prior to their recommendation.
After considering the issues, the Panel will provide their recommendation to the Halswell-Hornby-Riccarton Community Board. If the Community Board approves these changes they will request the Council's Chief Executive (acting in her capacity as delegate of the Minister of Conservation) give the Minister's approval.
If the reserve classification and the Management Plan changes are approved, the design of the building will start. We’ll be working with community representatives on what should be included in the facility.
If these changes are not approved, we’ll start further investigations to locate another site for the facility.
