Grassmere Street - wastewater storage facility construction

What

We are constructing a wastewater storage facility between Grassmere Street and Rutland Street to reduce wastewater overflow issues and allow for growth in the area.

Why

On several occasions during the past decade, wastewater overflows have occurred due to excess stormwater entering the wastewater network during heavy rainfall. The facility will collect and temporarily store highly diluted wastewater flow during wet weather events until there is capacity in the wastewater network for release.

Between Grassmere Street and Rutland Street, Papanui.

When

Stage 1 - 9 April 2026 to late August 2026. Monday to Friday, 7:30am to 6pm (weather/site condition dependent).
The first phase of work will take around 3 - 4 months. The project is expected to be complete in late 2027.

Stage 1 - Ground Improvements

The project will be carried out in multiple stages. This information  focuses on the first stage. We’ll drop another notice in your letterbox before the next stage of work.

We are about to start construction of the Grassmere wastewater storage facility, located north-east of the pedestrian bridge crossing the Dudley Stream diversion. Fulton Hogan has been engaged to deliver the project. Their construction methodology is designed to minimise noise and vibration as much as practicable.

Ground Improvements – start 9 April

  • The contractor will establish a presence on-site from 9 April 2026.
  • Pre-loading the site with imported gravel will commence from late April 2026 over a 3 - 4 month period to allow soils to consolidate and strengthen.
  • Peak truck movements to import the gravel will occur in short, planned bursts at the beginning of the project when fill material is being imported, with up to 30 truck-and-trailer movements per day (around 4 - 5 per hour) over periods of approximately five days, followed by gaps of around three weeks long before the next import phase begins.

Traffic management

  • Truck movements will occur between 7:30am and 5pm, Monday to Friday, with restrictions in place to avoid crossing the cycleway during school drop-off and pick-up times (8:30 - 9am and 3 - 3:30pm during term time).
  • Truck access will be via Main North Road, turning onto Grassmere Road and then into the site access, with traffic control measures in place to safely manage vehicle movements across the cycleway.
  • After the initial fill import phases, vehicle movements will reduce significantly, with lower daily crossings for most of the construction period, apart from occasional short-term increases during activities such as concrete pours.

The next stage of work

  • Following site preparation, installation of concrete displacement piles will begin.
  • Below ground structures and pipe connections will also be installed.

Work impacts

  • The contractor will look to mitigate construction impacts through the proposed construction methodology, although there is likely increased noise, dust, and vibration from excavation, drilling, machinery and truck movements at times during the construction process.
