Chelsea Street - wastewater pipe renewal

What

We’re replacing wastewater pipes on Chelsea Street, to keep whānau, community and the environment healthy.

The existing pipes have reached the end of their service life and need to be replaced.

Details

The existing wastewater main on Chelsea Street between Linwood Avenue and Pamela Street has reached the end of its useful life. Installed in 1928 and constructed from earthenware, the pipe is increasingly susceptible to cracking, leakage, and failure especially in the event of an earthquake.

 

Dormer Construction will be replacing the pipe with a modern PVC pipeline, which provides improved durability, flexibility, and resilience to ground movement.

Before the work starts, Dormer will be carrying out minor investigations on Chelsea Street that will take approximately two days. During this time, temporary no parking restrictions will be in place on sections of Chelsea Street to allow sufficient space for the investigations to be carried out safely, with normal parking reinstated once the investigations are complete.

The depth of the pipes and soil conditions in the area mean our contractor needs to use sheet piling to build the trench. Sheet piling is noisy and can cause vibrations but is necessary to ensure a dry and stable environment while the work is carried out.

Planning for Chelsea Street road renewal works is currently underway. Please note that the road renewal works are yet to be approved by the Waitai Community Board, the report for these works will be presented on 7 April. Subject to approval, the road renewal works will be coordinated with the wastewater renewal works.

Traffic impacts

  • A one-way system will be implemented on Chelsea Street between Pamela Street and Linwood Avenue, the work will be staged in sections starting at Pamela Street in April and completing the project at Linwood Avenue end of the pipe in August.
  • Pamela Street will be closed at the Chelsea Street end in April but will be opened back up as work progresses.
  • Chelsea Street between Pamela Street and Russell Street will be asphalted and reopened to two-way traffic as work progresses to reduce disruption.
  • Russell Street will remain open throughout the project.
  • The existing entrance to Eastgate Mall on Chelsea Street will remain open as the project begins but will be closed as the work moves closer to Linwood Avenue, this isn’t expected until June.
  • Please be aware, reduced speed limits will be in place during construction works.
  • On-street parking will be limited during the works. 
  • There will be some traffic impacts on Linwood Avenue later in July - we will communicate these impacts closer to the time.

Access

  • We will maintain vehicle access to properties wherever we can, using steel plates when needed. There may be periods when access to residences is affected, but the crew will ensure access is reinstated prior to leaving the site each day.
  • Please advise if you have any specific property access requirements, e.g. medical visits, large deliveries, home help and any planned works.
  • Please put your bins out as usual by 6am on your collection day. The team will move them and return them, if needed.
