South Express Cycleway - Templeton

What

We’re installing part of the South Express cycleway, in coordination with upgrading water and roading infrastructure.

Why

The South Express cycleway will extend from the central city to Templeton, where it will connect with the cycleway to Rolleston. We’re combining this work with replacing a water pipe on Railway Terrace that has reached the end of its service life and making other improvements to roading infrastructure.

Where

Jones Road, Railway Terrace, Kirk Road and Waterloo Road (between Kirk Road and Barters Road), Templeton.

When

Monday 9 February 2026 to Friday 26 June 2026, Monday to Friday, including some Saturdays, 7am to 6pm. Railway Terrace will be closed from Monday 16 February to Friday 13 March.

Details

We’re installing the next section of the Puari ki Niho-toto South Express Cycleway, which will extend the cycleway west down Waterloo Road from Barters Road to Jones Road. 

To minimise the disruption to residents, businesses and commuters, the work is being coordinated with other infrastructure upgrades in the area, including replacing the water supply pipe on Railway Terrace, replacing the current deep-dish channel on Railway Terrace and resurfacing the carriageway and northwest footpath, and new line markings and wayfinding signage. Later in the programme some minor footpath upgrades will take place at the intersection of Waterloo Road and Islington Avenue. A separate update will be given about this work closer to the time.

Impacts on traffic

Our contractors will begin working in several locations on Jones Road and Waterloo Road. Traffic management will be in place from Monday 9 February. For the first week we will maintain traffic in two directions on:

  • Jones Road
  • Railway Terrace
  • Kirk Road
  • Waterloo Road.

From Monday 16 February, a road closure will be in place on Railway Terrace for 4 weeks, until Friday 13 March. The road will be closed between 1 Railway Terrace and 22 Railway Terrace. This means;

  • Vehicles traveling east on Jones Road will not be able to continue onto Railway Terrace.
  • There will be no access to Railway Terrace from Kirk Road.
  • A detour will be in place. 
  • Please follow directions and adhere to any advice given by staff.
  • Residents will have restricted access to their property. Please get in touch with the Elizabeth by phone or email if you have any questions or concerns.
  • More information will be provided about the road closure in another update. Residents are also welcome to attend an information session that will be held on Railway Terrace on Wednesday 11 February between 7.30am - 9.30am.

Impacts of the work 

  • Temporary traffic management (road cones, signs) will be installed as part of the work.
  • Please expect traffic delays and changes to traffic management.
  • The speed limit will be reduced to 30km/h through the site to keep our contractors safe.
  • We’ll need to temporarily remove on-street parking to allow space for the works.
  • Bus detours will be in place. Please see metro.co.nz for more information.
  • The nature of the work will generate noise, dust, and vibrations.
  • At times, several footpaths and pedestrian crossings will be closed while our contractor is working. When this happens, there will be traffic controllers on hand to escort pedestrians across the road.
  • Access to residences and businesses may be temporarily impacted at times. The contractor will make access available as soon as possible. For more information, please reach out to Elizabeth via the contact details provided above.
  • Please advise if you have any specific property access requirements e.g. medical visits, large deliveries, home help and any planned works, so we can accommodate these.
  • This work will require several planned water shut-offs. If you are affected, you’ll receive further notification from the contractor prior to this happening.
  • Please put your bins out as usual by 6am on your collection day. Our contractor will move them and return them, if needed. You may like to label your bins, so they are easy to identify at the end of the day.
