An Accessible City Projects

The first phase of the travel network transport projects for Central City

There are eight projects identified in the first phase:

All of the individual travel network changes (or transport projects) are interconnected and dependent on each other to function as an integrated whole.

The eight individual projects are outlined below. 

1. Hospital Corner and surrounds - Stage 1

This project will mean roadworks are happening on Hospital Corner including Oxford Terrace and Tuam Street. Some minor changes are also happening on St Asaph Street, Hagley Avenue, Antigua Street and a small section of Montreal Street. The key changes are:

  • Converting Tuam Street to one-way east (between Hagley Avenue and Durham Street)
  • Closing Oxford Terrace to east-bound traffic (except for business owners and service vehicles)
  • Realigning lanes and traffic islands in front of the hospital on Riccarton Avenue
  • Layout changes on Antigua Street, St Asaph and Hagley Avenue.

2. Hagley / Moorhouse Corner and surrounds

This project will mean roadworks are happening on the Hagley / Moorhouse Corner including Lincoln Road, Grove Road and Selwyn Street. The key changes are:

  • No entry to Hagley Ave from Moorhouse Ave or Lincoln Road
  • No entry to Moorhouse Ave from Grove Road
  • No right hand turn or through movement into Moorhouse Ave, Lincoln Road, or Grove Road from Hagley Ave
  • No entry to Moorhouse Ave from Grove Road
  • The path in Hagley Park along Hagley Avenue will be widened to a four metre wide shared pedestrian and cycle path.

3. Colombo Street (from St Asaph to Hereford streets)

This project will mean road works are happening on Colombo Street (from Hereford Street to St Asaph Street). The key changes are:

  • Colombo Street is being upgraded making it more pedestrian and cycle friendly including new separated ‘Copenhagen-style’ cycle lanes on both sides of Colombo Street between St Asaph and Lichfield streets.
  • Work includes new kerbs, footpaths, landscaping and road resurfacing.
  • Changes will also be made in preparation to be converted into a 30km/hr speed zone (a separate project will do this).
  • The first section to be done will be Lichfield to Tuam streets and then the remaining sections concurrently Tuam to St Asaph streets and Lichfield to Hereford streets.

4. Lichfield Street (from Durham Street to Manchester Street)

This project will mean roadworks are happening on Lichfield Street (from Hereford Street to St Asaph Street). This section runs past the new Bus Interchange that is envisaged to be operational in May 2015. The key changes are:

  • Lichfield Street will be converted from one-way to two-way just east of the Cambridge Terrace / Durham Street intersection to Manchester Street.
  • Lichfield Street will be the preferred route into the Retail Precinct parking, and the northern access to the Justice and Emergency Services Precinct, along with the northern access to the new Bus Interchange.
  • Some lane changes will be made including a Bus Only lane.
  • A new signal control and LED warning lights will maximise cyclists’ safety across the new Bus Interchange access from Lichfield Street.
  • A pedestrian ‘Barnes Dance’-style pedestrian crossing will go in on the corner of Colombo and Lichfield streets to reduce conflict with key cycle and walking routes in and out of the Bus Interchange.

5. Tuam Street (between Durham and Barbadoes streets) including a small section of Manchester Street (from St Asaph to Lichfield streets)

This project will mean roadworks are happening on Tuam Street (from Durham to Barbadoes streets). The changes will happen over time moving west to east. There are also some minor changes for Manchester Street (from Lichfield to St Asaph streets). The key changes are:

  • Tuam Street converted to one-way east between Durham and Barbadoes streets. This continues the one-way conversion already begun in 2014.
  • A new separated cycle route will run along the northern side of Tuam Street.
  • Signal control and electronic warning arrangements to maximise pedestrian and cyclists’ safety across the new Bus Interchange access from Tuam Street.
  • Manchester Street (from Lichfield to St Asaph streets) will have some lane changes to assist the buses and the cycle lanes are retained on both sides of the street.

6, 7 & 8. Projects approved but not yet started.

6. Hospital Corner (Stage 2) – including sections of Hagley Avenue, St Asaph Street, Tuam Street and Antigua Street.

7. Durham Street / Cambridge Terrace – from Kilmore Street to Tuam Street.

8. Manchester Street – from Kilmore Street to Lichfield Street.

Consultation closed on 26 May 2015. Council aproved these projects on 10 september 2015. View the media release. On-road work is expected to begin in early 2016.
