Water and roading infrastructure in the city’s northwest is being upgraded to make sure these essential services continue to meet the needs of our growing communities.

We are:

  • replacing ageing wastewater and water supply pipes and, in some cases, upsizing them to meet increasing demand
  • building a new separated cycleway on Matsons Avenue, connecting the recently constructed cycleway on Aorangi Road to Harewood Road as part of the NorWest Arc cycleway, and on the north side of Harewood Road as part of the Wheels to Wings Cycleway, connecting to the Northern Line cycleway
  • completing street renewals and resurfacing to improve safety and traffic flow on Condell Avenue, Matsons Avenue and Harewood Road.

We know road works can be frustrating. Combining three waters and transport projects means we can plan the programme to reduce disruption, keep traffic flowing, and get out of the way as quickly as possible.

The map below shows the Northwest water and roading upgrades projects starting in 2026. We’ll update this with details on each project before it starts.

Memorial Avenue/Greers Road water supply pipe replacement

In January 2026, work started on Memorial Avenue before moving onto Greers Road and heading north to finish just short of the intersection with Wairakei Road.  The work on Memorial Avenue, between 216 and the Greers Road intersection, was expected to be finished by early February 2026.

The whole project is due to be completed in July 2026. Detours and other traffic management will be in place. The start works notice(external link) has more details.

Morrison Avenue/Langdons Road water supply pipe replacement

Also in January 2026, work started on Langdons Road between Oakland Street and the western entrance to Northlink. Traffic on this section of Langdons Road will follow a one-way system westbound. 

After the work on Langdons Road has finished, our contractor will move onto Morrison Avenue and progress northwards to the Sawyers Arms Road intersection.

The Langdons Road component will be finished by mid-February, with the whole project due to be completed before the end of  April 2026. 

Water supply pipe replacement, northern end of Wairakei Road

Starting in early May, our contractor CityCare Water is replacing the water supply pipe at the northern end of Wairakei Road between Breens Road and Wooldridge Road. The work is expected to take about seven weeks.

If you’re travelling through this part of Wairakei Road while the work is underway, expect delays and plan ahead. Businesses will be open as usual.

To safely complete these renewal works, Wairakei Road will operate under a one-way system between Wooldridge Road and Breens Road. Traffic will be restricted to westbound movements only along this section of Wairakei Road.

Road closures are also required for a time on Breens Road and Todd Avenue:

  • Breens Road, 4 to 9 May. Detours will be in place - see map below.
  • Todd Avenue, 11 to 22 May.

There will be some night works at the Wooldridge Road/Wairakei Road roundabout in mid-June.

Bus services on Wairakei Road will also be impacted while the work is underway. Check metroinfo.co.nz(external link) for information about bus stop closures and detours.

Harewood Road water supply pipe replacement

Starting in late April, our contractor is replacing the water supply pipes on Harewood Road between numbers 110 (opposite the entrance to Harris Crescent) and 410 (near the Breens/Gardiners Road intersection). 

The project will be completed in stages. Following initial investigations in late April, construction will start at 110 – this stage will involve replacing the sub-main in the berm between 110 and 142 Harewood Road. The footpath and road shoulder will be closed. We expect to complete this work by 31 May.

Stage 2 involves replacing the water main between Wilmot Street and Greers Road, in the eastbound lane. A lane shift will be in place from  Greers Road to Wilmot Street with two-way traffic maintained. We expect to complete this section by 31 July.

Stage 3, we will be working in the left-hand westbound lane between Greers Road and the roundabout. A single westbound lane will remain open. We expect to complete this section by 31 August.

Stage 4 transitions back to the left-hand eastbound lane. A single eastbound lane will remain open. We will be working from the roundabout towards number 410 Harewood Road and expect to complete this section by 31 October.

Two-way traffic will be maintained on Harewood Road as much as possible, although we’ll be advising road users to expect delays and plan ahead.

The project also includes replacing water supply pipes on Wilmot Street, Hoani Street, Ellery Street, La Perouse Place and a section of Sawyers Arms Road between Morrison Avenue and the intersection with Northcote and Greers Roads. This work is planned for later in the year – we’ll update this page with more details about that work.

We are working hard to coordinate this programme of work with other planned projects for the Council in the first half of 2026, including:

  • Condell Avenue – Resurfacing.
  • Signal upgrades on several Wairakei Road/Strowan Road intersections, including with Idris Road, Grahams Road, at the railway crossing and the intersection of Stowan Road/Glandovey Road/Heaton Street/Rossall Street. Find out more.

There will be times when unplanned or emergency work is needed. Other agencies, including utility providers, may also be carrying out work in the area.

Condell Avenue wastewater pipe replacement

We replaced a section of wastewater main and lateral pipes on Condell Avenue, between Aorangi Road and Matsons Avenue. The work was completed in April 2026.
