We're making a busy stretch of Harewood Road safer for all users and upgrading stormwater and water pipes.

We know road works can be frustrating. We’re mindful of the impact on residents, schools and businesses in the area and have carefully planned this work so we can reduce disruption, keep traffic flowing, and get out of your way as quickly as possible.

You should expect delays when travelling on Harewood Road between the intersection of Harewood Road, Gardiners Road and Breens Road, and Johns Road/State Highway 1.

Safety improvements

Traffic lights are being installed at the intersection of Harewood Road, Gardiners Road and Breens Road, as well as a signalised pedestrian crossing and a safe speed platform at Harewood School Te Kura o Tāwera, and other minor improvements nearby.

 

The work also includes:

  • Widening the path adjacent to 99 Stanleys Road.
  • Replacing the kerb on the western side of the Stanleys Road intersection.
  • Widening the pedestrian refuge island at the Wooldridge Road intersection.
  • A new pedestrian crossing on Waimakariri Road. 

Pipe upgrades

Stormwater and water supply pipes in the area are also being upgraded. This work includes: 

  • Installing approximately 500 metres of new and upsized stormwater pipes on Harewood Road and Gardiners Road.
  • Replacing the existing water supply pipes on Harewood Road near Harewood School, between Waimakariri Road and 720 Harewood Road.
  • Replacing the existing main and submain pipes on Harewood Road, near the intersection of Harewood Road/Gardiners Road/Breens Road.
  • Replacing the existing water supply pipes on Waimakariri Road between Harewood School and Whitchurch Place.

Expect delays if you are travelling through the area.

Teams will be working 24 hours a day in a ‘super week’ of construction from 5pm Sunday 4 January.  

The intersection of Harewood Road, Gardiners Road and Breens Road will be closed from 5pm Sunday 4 January to 5am Monday 12 January.

Futher down Harewood Road, there will be:

  • no entry to Harewood Road from Johns Road/State Highway 1 
  • no left turn from Waimakariri Road onto Harewood Road.

Traffic will be able to travel westbound only between Watsons Road and Russley Road.

Routes 8 Port to Port (Airport to Lyttelton), 27 Northwood/Huntsbury and 125 Redwood/Westlake will have detours in place. Temporary bus stops will operate while some permanent stops are closed.

A new delivery plan for the Wheels to Wings Major Cycle Route was approved by the Council as part of the Annual Plan 2025/2026. This means that the following sections will be delivered over 2025 to 2027:

  • signalised crossing and associated works near Harewood School
  • signalisation of the Harewood Road, Gardiners Road and Breens Road intersection, and
  • cycle connections along Harewood Road from Matsons Avenue to the railway. This will provide a connection from the Nor’West Arc to the Northern Line.

Harewood Road, Gardiners Road and Breens Road

Harewood Road

There will be green right-turn arrows on both Harewood Road approaches, allowing protected turns into Gardiners Road and Breens Road.

Gardiners and Breens Roads

There will not be right-turn arrows on either the Gardiners Road or Breens Road approaches to Harewood Road. 

All right-turning vehicles on these approaches into Harewood Road will need to wait in the right-turn bays in the middle of the intersection for a gap in the oncoming single lane of through traffic. 

U-turns

U- turns on Harewood Road will be banned, to avoid conflict with pedestrians who will be able to cross Harewood Road at the same time as the green right-turn arrows. 

Harewood School

The signals at the new pedestrian crossing outside Harewood School will only operate when a pedestrian presses the call button.
