Consultation has now closed

Consultation on Banks and Kissel Streets safety improvements has now closed. People were able to provide feedback from 13 September to 4 October 2022.

During this time we heard from 17 individuals and groups.

Key topics raised were

  • Do not remove the P5/loading zone outside the RSA
  • Install time-restricted parking at school pick-up and drop-off time
  • Redirect the bus to put back in more parking
  • Remove the proposed no-stopping (yellow lines) outside the Kindergarten

Comments made on topics not covered by this project have been forwarded to the appropriate people in Council and Environment Canterbury.

Changes to the proposal

  • Keeping the P5/Loading zone outside the RSA
  • Reducing the amount of no-stopping (yellow lines) outside the Kindergarten
  • Marking the bus stop outside 34 Kirk Road, which includes extending the no-stopping (yellow lines) to the bus stop

Meeting details and decision-making process

A staff report recommending approval of Banks and Kissel Streets safety improvements will be presented to the Waipuna Halswell-Hornby-Riccarton Community Board in early 2023. We will be back in contact with the meeting details next year.


Changes to road layout

To improve safety at Templeton School and the local preschool, we are planning to install a new kea crossing on Banks Street. The existing crossing on Banks Street will get new build-outs to provide clearer sightlines and a shorter crossing for pedestrians.

To help bus passengers to get on and off the bus safely we will remove the deep dish kerb and channel along Banks Street and Kissel Street.

These improvements are planned to be installed during required road works to upgrade the watermain in Banks Street and Kissel Street.

Changes to parking

We are making some changes to on-street parking to improve sight lines for all road users:

  • New P10 parking space outside Paparua Templeton RSA (to replace loading zone)

Removal of on-street parking (see the plan below for details)

  • At the intersections of Kissel Street and Banks Street 
  • At the intersection of Kirk Road and Banks Street
  • At the proposed Kea crossing
  • At the driveway of the Paparua Templeton RSA (to maintain access)
