Environment Canterbury’s responses

Questions ECan's staff responses
Can the bus service extend to Governors Bay? ECan will include Governors Bay in their service review in 2023/2024
Could ECan offer free buses thru the tunnel? ECan recently consulted on fares through their annual plan consultation. See their webpage for updates and more information(external link)
Can the new bus route go through to Cass Bay? An extra morning trip starting at Rapaki has been added to the timetable. This will increase the service to Rapaki and Cass Bay with four morning and three-afternoon trips.
Can dogs be taken on buses? Service dogs and disability assist dogs are allowed to travel on buses under the supervision of their handler.
Why did the new route not go to Sydenham shops/Brougham Street? We considered several different route options due to feedback, and a recommendation was made to ECan’s Council. We have decided to service both routes for the two-year trial by alternating this part of the route on weekdays. For more information go to the ECan’s Bus Route Review 17 and 28 webpage(external link)

No shelter at bus stop 43155, outside Elmwood Retirement village.

No tactile pavers or seat at bus stop 16148, outside the vet on Wairakei road.

No seat or shelter at bus stop 16066, opposite Leinster Road on Rossall Street.

Width of footpath at Bus Stop 16362 on Rossall Street near Rhodes Street.

Bus stop 43155 does not meet the threshold required for a shelter of 20 passengers boarding the bus per day. However, a new seat and tactile pavers will be installed.

A seat and tactile pavers will be installed at bus stop 16148, along with green paint in the cycle lane.

Bus stop 16066 - A seat and tactile pavers will be installed at bus stop 16066, along with green paint in the cycle lane.

The plan shows a wider footpath by bus stop 16362
45284 A new shelter at 417e Wairakei. Bus stop 16596 does not meet the criteria for a shelter.  Less than 1 passenger boarding the bus per day.
45376 A crossing between the two stops at 37b Rossall Street to 20 Rossall Street. Bus stop 10687 - there is a pedestrian refuge outside 33 Rossall Street, 50 meters from bus stop 10687. This is considered an acceptable distance to walk to a crossing facility.
45338 A new shelter at the two bus stops at Blighs Road and Pitcairn Crescent. Bus stop 43155 does not meet the current threshold of 20 passengers boarding the bus per day. However, an upgraded seat and tactile pavers will be installed.
45283 Solar-powered lighting at bus stops. We will investigate using solar power for lighting at bus stops.

45750 Move the bus stop 32957 from 61 Opawa Road.

This bus stop was relocated so that a pedestrian refuge could be installed outside 55 Opawa Road. Due to the driveways along Opawa Road, there is no other location for the pedestrian refuge.

In the Land Transport Rule buses can stop over driveways for picking up and dropping off passengers only, not for a timing stop.

45518 Move the timing stop from bus stop 32990.

A formal request has been sent to Environment Canterbury to move the timing point to bus stop 42182 on Opawa Road.

In the case that this is not approved by Environment Canterbury, we will consult on a new location for this bus stop.

45421 Install a pedestrian crossing outside 313 Port Hills Road. This part of Port Hills Road is State Highway so we will provide a pedestrian refuge design to Waka Kotahi NZTA for their consideration near bus stops 42050 and 42294. We will also install a seat at this location.
45378 New shelter with lights at bus stop 42176. We are currently trailing lighting in shelters, if this is successful we will implement lighting in more shelters.
45351 Upgrade seat from metal to wooden at 146 Opawa Road Bus Stop 32988. We will renew the metal seats along the route where possible. The metal seat is owned and maintained by Ooh Media.  Requested to swap out the seat to a timber one.
45309 Better access to the bus stops on Port Hills Road. We are installing a new pedestrian refuge at bus stop 42148 to improve pedestrian access to this bus stop.  We will assess the footpath condition and trim trees.
45302 More visibility to all road users at 42273 1 Avoca Valley Road bus stop. The new line marking, green paint and tactile pavers will increase the visibility of this bus stop.  The footpath will be extended to the property boundary and install a new seat.
45436 New shelter at Bus stop 32893, 130 Huntsbury Avenue. This request will be considered in the Northwood to Huntsbury bus stop infrastructure consultation in early 2023.
45629 New stop between 52915 and 53205 (Hereford St near Montreal St) and the Interchange. There are no proposed changes for this part of the route.
45340 New stop closer to Christchurch Hospital. Requires further investigation and the request has been passed on to the local area engineer for consideration.
45290 New shelter at St Marks Church bus stop 32974 and Opawa Mall bus stop 32510. St Marks Church - Does not meet the requirements for a shelter.
Opawa Mall - Installing a bus shelter requires separate consultation and Community Board approval. The project team will engage with the affected properties before installing the new shelter.
45342 New bus shelter at 42916. Installing a bus shelter requires separate consultation and Community Board approval. The project team engage with the affected properties before installing the new shelter.
45321 New bus shelter added at 42184.
45295 New shelters at 32957 and 32510 on Opawa Road.

#40807 will passengers who are
sheltering under the shop verandas still
be able to do this, this would be the
preference to continue.

# 16520 (Wairakei Rd near Manor Pl), the
the map appears to show the stop very close
to the entrance & driveway into
Wairakei School and pre-school.

Bus passengers will still be sheltered
under the shop awnings.

Bus stop 16520 - The bus stop will only be
used to drop off and pick up passengers. So
the site lines should be improved as cars will
no longer be able to park close to the car
park exit.

45434 Allow bus stops to have electronic
timetable boards at each stop
General - We will consider the installation of
more bus locators along the port to port
route.
45318 Bus stop #36668 across and down from
Vagues road. There is a bench but no
cover so you get wet any time it rains.
This bus stop is not on the Port to Port route.
We will consider this request when we
upgrade the bus stop infrastructure along the
Northwood to Huntsbury Route -
consultation is expected to be carried out in
2023.
45291 222 Wairakei Road, agree with the
provision of a new seat, however a
shelter would encourage patronage, the
the stop is quite exposed to the southern
aspect.
Bus stop 40824 – This bus stop does not meet
the current threshold of 20 bus passengers
boarding the bus per day. We will continue to
monitor the passenger numbers.
45338 131 Wairakei Road: I would like to see
new additional bus shelters provided at
the Blighs Road stops and the Pitcairn
Cres Stops (both sides of the road) so that
Elmwood Retirement Village Residents
using the buses can shelter from all
weathers. I am sure that would increase
patronage from seniors.
Bus stop 43155 (Fendalton) and 42928
(Papanui)
This bus stop does not meet the current
threshold of 20 bus passengers boarding the
bus per day. However, we will continue to
monitor the bus passenger numbers, as well
as taking into consideration the bus stops
proximity to a retirement village, when
considering further shelter installations
along Wairakei Road. Currently, we are
proposing new seats and tactile pavers for
these two bus stops.
45415 &
45767
Bus stops at Greers rd and Wairakei
corner needs to be big and have plenty of
shelter for Burnside high school
students
Bus stop #40807 The bike rack that puts
bikes sticking out on the road. Could the
bike stands are made safer for bikes at
this location?
This bus stop is also too close to the
lights at Greers/Wairakei. Could the bus
stop be moved east a little, to outside
Wairakei School, but users can still
shelter under the shop verandas
(although a proper shelter that stops the
the easterly wind would be better)? This
could negate the need for stop 16520,
which is very close by and not as well-
used.

Bus stop 40807 - Bus passengers will still be
sheltered under the shop awnings. The bike
rack beside bus stop 40807 will be removed
as part of this project.
A review of the cycle stands in this area will
be undertaken during the construction
phase.

It will be retained but relocated slightly
further east.

45767 Bus stop #16013 is well-used and a
shelter would be really nice here. Also
paint the cycle lane opposite this stop.
 Bus stop #16013
The request for a shelter at bus stop 16013
will be further investigated as a separate
project. The patronage at this bus stop varies
from about an average of 9 to 22 passengers per
day (from monthly March 2019 to March 2022
data).
The installation of some green paint in the
cycle lane opposite the indented
parking will be reviewed during the
construction phase.

45742 & 45533 Move the new bus stop 60002 at 37 Harbour View Place in Cass Bay to the corner of Cass Bay Place and Harbour View Bus stop location has been chosen for its proximity to Cass Bay beach and playground. The project team will consult on a new bus stop at 13 Harbour View Terrace.
45624 Dublin Street stop 42218 is used for drop-offs only Installing a new seat and tactile pavers at this bus stop.
45369

Install a toilet at Rapaki bus stop 41115.

Extend the service to Governors Bay.

The installation of toilets is currently out of scope and will be considered in the future by Environment Canterbury.

Environment Canterbury will include Governors Bay in their service review in 2023/2024.

45363 Bus stop 6001 and 6002. Bus 28 has no real bus stop in Cass Bay Two new bus stops in Cass Bay, one outside 30 Bayview Place and one at 37 harbour View Terrace.
45355 Proposed bus route changes on Colombo street as the no 28 bus route to the interchange.   Comment from ECan:
Due to the feedback, we considered several different route options, and a recommendation was made to ECan’s Council. For the two-year trial, we have decided to service both routes by alternating this part of the route on weekdays. For more information go to the ECan’s Bus Route Review 17 and 28 webpage
45280 Additional bike racks at bus stop 40750 Norwich quay bus stop. Bike parking in Lyttelton will be monitored and install standard bike hoops where there is a demand.

Environment Canterbury (ECan) has proposed a new Metro bus route between Lyttelton (and Rapaki) and the Christchurch International Airport. They are close to finalising this service review and the decisions will be public in April.

Christchurch City Council looks after bus stops, shelters and bus lanes and other bus facilities, and we want your views on our proposed bus stop upgrades along the new route.

Bus stops

Design concept of the bus shelters

We want the bus stops to be safer and easier to use by providing:

  • more seats and shelters
  • safer for people to cross the road
  • improved line markings for buses pulling in and out of stops

We’re also proposing overnight bike storage lockers near the Gondola building for people who want to bus through Lyttelton Tunnel and cycle to and from the city.

Pedestrian crossings

We want to improve pedestrian safety by installing six new pedestrian island crossing points:

  • 58 Opawa Road
  • 156 Port Hills Road
  • 247 Port Hills Road
  • 335 Wairakei Road
  • 401 Wairakei Road
  • 481 Wairakei Road
