Proposed changes - Central City waste collection service

We’re looking at extending our weekly kerbside collection services to include areas of the inner city with new residential development. This means that some areas in the current bagged collection area would be eligible for the Council’s three-bin system.

Introducing the three bin system

Moving to the kerbside collection area will remove the availability of pre-purchased bags and users will instead pay the Waste Minimisation Targeted Rate (currently $196.45 per year), which partially covers kerbside collection costs for organics and recycling.

By offering you the three-bin kerbside collection service we can decrease the amount of recycling and organics currently sent to landfill. You can view the proposed kerbside collection expansion in our interactive map.(external link) 

We are also looking at offering greater flexibility for bin sizes(external link) - You can have your say on this as well and find more about how we charge for our bins and how this might change in the future.

The option to opt-out

Because many properties in this part of the city will have commercial recycling, organics and rubbish collection they will be able to choose whether to switch to the Council’s kerbside collection or continue to use a private service.

Properties using a private service will be able opt-out of the kerbside collection system and not pay the Waste Minimisation Targeted Rate, by meeting specific requirements. These include completing a waste management plan and demonstrating you have an equivalent three bin (rubbish, recycling and organics) service through a private contractor.  

Next steps

We’re asking for early public feedback now to get the views of the community and whether our residents support this proposal. 

After this staff will analyse the feedback received and make any required refinements.

Information on the final proposal will be communicated when we prepare the 2022/23 Annual Plan next year.
