Salisbury Street parking changes

Parking changes may be introduced to Salisbury Street between Park Terrace and Durham Street North. We would like to receive comments from community in regards to the level of support for one or both of these blocks to be changed.

Update 11 June 2021

Kia ora

This information is provided as an update on progress for the Salisbury Street parking project. After reviewing and analysing the feedback received, staff are proposing:

  • No change to on street parking on Salisbury Street between Park Terrace and Montreal Street. This section is under the delegation of the Waikura/Linwood-Central-Heathcote Community Board.
  • No change to on street parking on the north side of Salisbury Street between Montreal Street and Durham Street North. This block is under the delegation of The Urban, Development and Transport Committee.
  • The only change still proposed is to introduce P120 to the south side of Salisbury Street between no 46 and 54 Salisbury Street and this is consistent with the feedback received. This section is under the delegation of The Urban, Development and Transport Committee and has been scheduled for decision at their meeting on 2 September 2021.

The staff recommendation to the Urban Development and Transport Committee is to approve P120 parking between no’s 46 and 54 Salisbury Street only. Letters will be sent to all submitters late August to confirm the meeting date and details on how to make a deputation if desired.

Update 30 October 2020

This update is to inform you there has been a change to the hearing process for this project. Opportunity to speak to submissions will still be available. The Linwood-Central-Heathcote Community Board will receive deputations at the same meeting where they consider the staff report. This is likely to be late February 2021. After that meeting the Community Board’s own recommendation along with the report will go to the Urban Development and Transport Committee for final decision.

72% of submitters indicated they do not want P120 parking installed on Salisbury Street. Based on this feedback the staff report will recommend the proposed P120 parking restrictions are not added to Salisbury Street with the exception of a handful of car parks, for businesses, adjacent to the Salisbury/Montreal intersection.

Unfortunately, the hearing we had planned for Monday 6 April at the Christchurch City Council, Civic Office, has been cancelled.

Consultation has now closed

Consultation on Salisbury Street proposed parking P120 has now closed. People were able to provide feedback from 14 February to 11 March 2020. During this time we heard from 76 individuals and groups. A couple of double-ups were received. Where this occurred the content has been combined and the second submission deleted.

Five submitters requested to speak at hearing. The hearing is scheduled for 9.30am, 6 April 2020. This will be held in Committee Room 1 at Christchurch City Council, 53 Hereford Street.   

The hearing panel will make a recommendation to elected members for when the decision meeting is scheduled.

Please note all dates/meetings are subject to change depending on our local situation with Coronovirus. This will be monitored and any project updates will be provided here.


Reason for change     

Salisbury Street

Salisbury Street between Durham Street North and Montreal Street

To increase turnover of available parking on Salisbury Street, we propose to introduce time restricted parking to support businesses in the area.

What we are proposing

The current parking on Salisbury Street allows for all day parking.  We would like your feedback on the following:

  • P120 parking on both sides of Salisbury Street between Park Terrace and Montreal Street, 8am - 6pm, every day except public holidays.
  • P120 parking on both sides of Salisbury Street between Montreal Street and Durham Street North, east of the bus stop, 8am - 6pm every day except public holidays.
